With the previous government exiled, the Reorganized National Government was founded, led by Wang Jingwei. Wang Jingwei was the leader of the kuomintang faction called the Reorganizationists. The group often didn't agree with Chiang Kai-shek. This collaborationist government claimed they were the representatives of the Republic of China. The Reformed Government of the Republic of China, the Provisional Government of the Republic of China and the Mengjiang, all previous collaborationist governments, came to collaborate on the Reorganized National Government. The "new" government only held international recognition from the Anti-Comintern Pact countries. The Nationalist government continued to be recognized as the legitimate government of China.
